The 1.9 is a great car. I've never found it disappointing at all. It handles extremely well, and although it lacks the additional 52hp of the 2.8 its powerplant is powerful enough to make the car a blast to drive. If you aren't looking for a race car, I think your best bet is to get behind the wheel of one and drive it for yourself. It sounds like finances are something of an issue, so I wouldn't bother comparing the power of the 1.9 with the 2.8. Obviously the 2.8 is more powerful thus quicker. If you are unhappy with the 1.9 or still unsure of your decision then I'd go ahead and drive the 2.8.

They are both great, fun cars. I don't think you can go wrong either way. Something to consider also, is your ability to add a supercharger to the 1.9 when you have the resources to do so.
