Leaking roof + Seatbelt Tension (archive)

Last night my otherwise dependable car suddenly developed two out of character problems:
1. It was raining, when I opened the door to get in, my whole seat was wet with water. The window was fully closed, it seems that a leak sprung between the roof seal and the window.
2. My seat-belt always seemed to "tighen around me" when accelerating, or when going down steep slopes (a very comforting feeling). Well, last night as I was braking down a steep slope, there was a clicking sound, and all tension suddenly left the seat-belt. It now acts like a "normal" seat-belt, if you know what I mean.

Any suggestions?
