But, does BMW AG or BMW NA tell BMW CCA how they have to handle things? Ok, fine, BMW AG says that it will only deal with someone from the BMW CCA. The BMW CCA could then turn around and appoint the Z Register as its representative in this issue. The BMW CCA does not have to take over control of the event--they can simply act as a pass-through. If the BMW CCA says to the Z Register "you cannot be involved with this event unless you meet requirements x, y, and z", then I feel we do have an issue with the BMW CCA, as x, y, and z are not necessary components for the Z Register to put on an awesome Homecoming 2000.

The BMW CCA seems to have neither the time nor the interest to put on a major event besides Octoberfest, so why shouldn't the BMW CCA, as the sole organization dealing directly with BMW NA/BMW AG, be willing to hand over all responsibilities for Homecoming 2000 to the Z Register?
