The side airbag (the one in the door) can simply be unplugged from the harness, it isn't controlled by the NHTSA.

There is a cutoff switch kit available for the front passenger airbag in the M Roadster that only be installed by a dealer and requires a permission letter from NHTSA. Disconnecting it yourself isn't a good idea.
