Basicly they are trying to say the bigger the better. it's true in general for NA cars.

when you look at older Mustang, they used to output only ~40hp per liter, that's why they are slow like dog even though they have 5.0 liter engine. now days they are much improved, the LS1 almost ouput 60hp per liter, which makes a C5 run mid 13's in quarter mile.
The Honda VTEC and Toyota VVTi and BMW VANO, they make high HP per liter. for example, 120hp/L on S2k, 108hp/L on typeR, 100HP/L on new Celica-GTS, 100+hp/L for E46 M3... They have a high redline and are rev happy. Their torque number is a bit low compare to their HP number, but it's *still* more than average cars with same displacement. They are very fast for their engine size also. Exapmle, 3.0L NSX is as fast as a C5 which has almost double displacement, 1.8L TypeR can run high 14's in stock form, E46 M3 will be in low 13's also I think for 3.2L...

So the way I look at it, the more displacement *is* better, but also depends on the technology. Domestic like to put big block in and get monster torque in lowend to make their cars fast. Imports usually are much more civilized on their displacement size and are just as fast.
I personally think it's funny that muscle car lovers think Viper is such a big deal, sure it's damn fast but for a car with 8.0L engine it'd better be fast. If Honda drops a 8.0L in their cars we will be looking at 1000hp.

Forced induction is a different story, like turbo cars. One of the well known ones is the Toyota Supra twinturbo. It's only 3.0L, with some modifications, it eats Viper for lunch.
