well if its banners from a provider like burstmedia or something they provide randomizers, if its your own application on a unix server i'd recommend just writing a little perl script to randomize the process. ./banner.cgi which will just return a randomimage from your pool. Depending on what application server your using, netscape, weblogic, dynamo, etc... they may have components.
