Gas Guage Repair (archive)

I recently had may car in the local BMW shop to fix a gas guage problem (when the gas tank was full, the gas guage would sometimes read "empty"). In order to access the gas tank, the tech. cut a big "C" shape through the carpet & padding behind the passenger seat. Is this the normal way to repair this problem? I can't imagine that this is the BMW recommended way to repair this problem.
