I see you posted a similar question in the AudiWorld TT forum. Interesting responses, huh? Here is my take:
1)The Z3 is a 5 year old design using components (engine, suspension, electronics) that are basically 10 years old or more (with updates, of course). For the most part, many of the tooling costs to BMW have already been recouped by E36 sales. By contrast, the TT is only a 2-3 year old design based on 3-5 year old components (engine, suspension), so VW has more of the tooling costs to recoup.
2)The Z3 is built in the USA, which means that there is less transportation cost for North American market cars than for the TT, which has to be shipped here from Europe.
3)So far, the TT has not been produced in high numbers, which can lead to a perception of rarity and command higher prices.
4)BMW's sales theory has always been to hook you with the lower priced models and get you to move up to the more expensive ones due to brand loyalty.
Please note: this is strictly my opinion. Any resemblance to reality is merely coincidental. Though my wife and I own a Z3, we also own a Jetta (which shares the chassis with the TT). We might have considered a TT roadster when buying the Z3, but there is no Audi dealer in our town. We considered a Honda S2000, but the price gouging was in full swing at the time, so it quickly became a non-option.
