Looks like a UK '00 1.8 with 17" Round Spoke's. Yip in the UK you can order larger wheels with any Z3. Notice the right hand drive, no roll hoops, chrome door handles, chrome windshield surround and wide European sized tag.

I bet the size of the cars is dictated by the gas prices (expensive) and the narrow roads. Self regulation.
