Your dealership may not have been trying to feed you a line. BMW does keep a database of all the radio security codes. I just went through this same scenario.

The dealership can go online with BMW, and get the code for your radio. Here is the hard part. In order to do that, the dealership has to be able to provide BMW with the radio serial number, and that is only available on the BOTTOM of the radio. For that reason the radio has to be removed. Your dealership may be assuming that you don't want to do that yourself. If you do take the radio out, you can provide the serial number, and the dealership can get that security code in minutes. No cost involved. BMW does it this way to make sure that they are not providing the code to the 'wrong' person.
