Probably. John (the guy that built it) sort of did it on a bet to prove it could be done (he had to get under 13.2 to win) and to save a bunch of money compared against what was available.
He used a centrifugal blower. I'm pretty sure it was a Powerdyne as they are the easiest since they have no oil lines and such. Basically he had to fabricate the mount for the blower, reposition the PCV outlet, and plumb the blower into the intake. For fueling he used a SplitSec ARC-2 with 24lb Ford SVO injectors. I helped him (through e-mail and the phone) get rid of his check engine lights, get the ARC-2 settings probably configured (using OBDII scan software) and got the timing back (the heated intake air was causing the DME to retard) for greater top end power. I think he ripped off the 12.8 on the last day of his bet.
He spent about 4k on the setup and it took him and I about a month off and on to figure out what was going on that was keeping the engine from really putting out. Before we figured it out he was only turning 13.7s or so.
He did all this to win the bet of a steak dinner.
