Actually, up until the mid-eighties, the only legal lights in the US were sealed beam headlights. If you wanted reasonable, safe lighting, you had to go illegal and put in QH conversions (I have been running "illegal" headlights since 1974).

Switching to HID bulbs is technically illegal, as is using any higher wattage bulb (note the "for off-road use only" disclaimer when buying new bulbs). HID is only a light source. It oin no way changes the pattern nor optics of your headlights. Then again, if you avoid the deer because you saw it with your "illegal" HID lights, rather than bashing into it then making use of your legal "Federal Whoopee Cushion" wouldn't you rather be "illiegal" and undamaged rathern than legal and totalled?
