Yup, like everything else on the Z3 that's the way it works (certainly for a 2001 3.0). We've had a few below zero (Centigrade) nights here in the great white north ... so have been practising. The bottom line is that it's a really terrific heater with great output, just have to work with a very small portion of the dial to get to a comfort zone. Not well very engineered. Odd though that for a much less expensive BMW you can get it all ... yeah yeah if I wanted all this I should have bought a 3 series 323 ... and then bitch on their user group about the stuff that the Z3 is terrific at.
