Check out the link below for details on the two OBDII scanners I own.

On a Bosch DME it can go +/- 8% without triggering a check engine light. I've heard (unconfirmed) that on the Siemens it will go quite a bit higher before you trigger a check engine light.

Beats me. I've got the manuals that explains how this happens and have talked to Jim C. about it as well.

You could but if you are just looking to get a little more fuel at WOT then you really don't need to.
