1st, get your car into a shop with a dyno, this way you know where you are starting. Keep in mind that a dyno test will only tell you what your torque and horsepower are to the rear wheel. Auto manufacturers tell you what the horsepower is to the flywheel or crank. You loose between 15-20% due to drive train and wheels.
You should know that BMW makes a pretty good car and your mods for 25 hp require you do all of the following:, throtle bodies, air intakes, free flowing exhaust, upgraded computer.
For more power you will need to increase displacement (bigger motor) or use some kind of forced induction like a turbo or supercharger. Companies like Dinan make supercharger systems that would run you about $15,000 installed and would give you about 400hp to the flywheel or $38,000 for a complete system with suspension, brakes, etc...

I should tell you that the best upgrade that I have done is the suspension. I now have a smoother ride and my car does not squat when I accelerate or dive when I brake, I do a great deal of autocross and put on the event for the BMWCCA LA chapter. This must be the best bang for the buck. I went with H&R/ Bilstien sport setup.
2nd, go to http://www.mz3.net/performance.html, mz3.net is a great site and has dyno charts and upgrades for the 2.8. It has performance as well as a good number of other products. The combination of an exhaust upgrade, cold air intake and OBD II software should get you what you are looking for. Look around www.mz3.net for other goodies.

Join the BMW Car Club of America, if you go to local chapter events you will meet other people with the same car and see what they have done. You should join just for the magazine it is worth it, last months had and article just on dinan supercharger products, it was for the M Roadster, but dinan can supercharge any of the Z3's.
