I don't think he should...YET. The overseas ballots haven't been counted yet, and since it is mathematically possible that these could put Gore over, he shouldn't concede until those results are final. Once they are final (and I believe that Bush will emerge the victor) then he should concede. What gets me mad is the talk of legal action regarding the election. Once the overseas ballots confirm Gore lost (assuming they do confirm that) he should do the honorable thing and concede. They both knew the rules before the campaign started, so all this whining (and that's all it is) about legal action and confusing ballot layouts is BS IMO. If flaws in the electoral process are perceived because of this election then they should be remedied through proper legislation for the next election, but the winner is the winner, regardless of who won the popular vote for THIS election. That being said, I don't think he will concede. Gore's practically spent his life running for the Presidency, and I don't get the sense (and this is just my gut feeling, I don't know the guy) that he is not honorable enough to admit defeat when he's this close.
That's my take on the election in a nutshell. I'm not about to start debating though. This isn't the forum for that.
