about the cause of the flooding, I think I'd be concerned about requiring a sump pump to protect from a heavy rain. It seems that if a heavy rain causes your sump to run more, there must be a drainage problem. Check your gutters/downspouts and make sure they drain far away from the foundation. Also have someone look at your grading.

I'd be nervious putting anything back down in the basement until you solve the drainage issue. I'm pretty sure that insurance will not cover the loss unless you have specific flood insurance.
