There is one of two things going on. They either
1: sold you the wrong part number wheel, or they
2: forgot to install the centering rings into the wheel. Either way, it is very unsafe to use a 16 inch wheel on that car if it is not hubcentric. In fact I would stop driving the car as soon as you can to prevent any damage. They will be able to call their salesman here and confirn the wheel part number if need be. We have the rings in stock if you need them. Hope that helps
