How long has the car been on the lot? The holdback is paid to the dealer to cover financing costs on the car for the first three months. If it has been there for longer than this, the hold back has probably been used up.

Actually he is talking about a dealer incentive. BMW got rid of the holdback. Dealers do not have to disclose dealer incentives to prosprective buyers. Check edmunds.com to see current dealer incentives, but I think there is one good if you take delivery by 2/28.
