Yes... sorta... but it is difficult to be consistant. I can watch the O2 voltages anywhere but it is difficult to give the car exactly the same amount of throttle and watch the changes. At part throttle Jim can't really make the mixture a lot richer as the car is still running closed loop, he can just tune it to be as close to 14.7:1 as possible. (See below if you don't know what I'm talking about) What he can do at part throttle is optimize the timing and the acceleration enrichment which is basically an extra squirt of fuel depending upon how quickly the throttle is moving.

That sounds like an adjustment to the acceleration enrichment helping there.
