February worked out for me, but that's because of rebates and cheap financing from the manufacturer. Check edmunds.com for rebates/financing, etc. End of March is the end of a quarter, so you might have some luck, then, too.
We tried around Christmas (Volvo, Lexus, BMW, Infiniti). The lots were FULL of people since everyone was off work. But, on the other hand, I knew a guy that got an Acura NSX at a really good price by offering a razor-thin profit to the dealer who finally accpeted it on New Year's Eve.
He supposedly traded the NSX 2 months later for $2k more than he paid for it.
But, by & large I've had the greatest success by saying some slight variation of "I'm not sure what I want yet, but can we agree to $X over invoice (or $X over cost in the case of factory-dealer rebates)?"
Once that's agreed to, then it's a matter of locating/ordering what you want. If they won't agree to it, walk.
On my Z3, I faxed every dealership I was willing to travel to (19 total!) detailing the car I wanted, and what I wanted to pay (and please fax back with a counteroffer if we're a little bit apart). This was after giving the local dealership every chance to earn my business.
Buying this way was an absolutely wonderful experience, though a bit time consuming.
You might also consider, if you have a salesman that you like & trust from one manufacturer, if he can reccommend someone that'll treat you right.
