Although a replacement of the lights is really the way to go to get the best look, here's a couple more suggestions:
1. Try cleaning the lights.
Meguiars Clear Plastic Cleaner works well. It's worth having around because it works on the rear window.
2. Consider getting x-pel covers for the lights. These are basically thick pieces of plastic which go on the lights to prevent further damage. Depending on the amount of damage on the lights already, it ma even make them look like new.
Re factory roll hoops -- there's no place to get a real deal on them. Check out this article to see if your car can even take roll hoops (only those manufactured from 1/97 on can) and get a list of parts. The best deal is to find out if your local BMW dealership will give you a discount for being a BMW CCA member. Typically this discount can be 15 to 20 percent. Highly unlikely you'll find these parts used, but you may be able to retrieve them off a salvage car. Expect to pay about $400.
