I saw this coming. That project is way over budget and with the setbacks on the Intl. Space Station (thanks alot Russia) something had to give. I feel sorry and wish the best for all the employees on that project but with development cost estimated @ ~$38 Billion with a B, it was inevitable. I just left my software engineering position (by choice) at Lockheed Martin Space Mission Systems in Houston back in December because of the CSOC contract cutbacks in Misson Control and non-competitive salary. I saw the wave of layoffs and setbacks coming. Safety is also a big concern as well. I just can't see spending that much money on a new shuttle if they don't have the money to make the current one safe by hiring the proper engineers and suport staff. Don't knock "W" and the current administration for having some control and common sense for now.
Hopefully your brother may be able to find work with United Space Alliance, Boeing or another contractor working on the current shuttle/station program. They are always in need of good people.
