I have a U.S. spec 2000 2.3 (with the 2.5 liter motor) and it consistently does 140mph (per the speedometer, which is quite accurate at lower speeds). It supposedly is speed-governed at the same speed.

My old 1.9 really was speed-governed. The speedometer on it was not as accurate. It read about 125mph. When I figured about how much it was off, it turned out to be governed at what was advertised in the sales brochures.
