Shocks and springs should "ideally" be changed as a set. Yes you can run lowering springs, but that would wear your shocks prematurely 5K - 10K miles premature.

These sets are matched - spring rate to shock compression/rebound rate.

Another good reason why you should do it at once is that you do not want to pay for the same work twice. Once when you put the springs in and a second time when you have to change the shocks. The procedure overlap is 90%.

If you do it get done all at once and save yourself a few bucks.

As far as anti-roll bars are concerned, see thread up a ways.
