Why don't you just glue it on with GE Silicone? Does anyone actually use the tow hook? If you need to remove the cover you could, and just reglue it. If it were an option, I'd have the car without them. I think they detract from the look of th4e bumper. What could you possible tow with a Z3 anyway?
