Emissions Requirements in Colorado and Hawaii?? (archive)

It's been a long time but as some of you guys know, I have a highly modified Z3 2.8. I am pondering going to a stand alone Haltech E6K to get better control of my fuel and timing. Unfortunately, this will definately fail any inspection. I am currently CARB legal. I will be planning on moving to either Colorado Springs or Hawaii next year and I was wondering what standards were in place. Visual inspection? Rolling chassis dyno? No inspection?
