...I think if you make it plain to the judge your frame of mind, that this person was following you, and that you were in some state of concern, you'll get out of it, or at least have the penalty lessened. If someone sees a trooper, they don't get paranoid and start speeding up, but a Volvo? Come on. This is blatant entrapment, imo. You weren't speeding for it's own sake, after all.
