It is normal that you usually don't see police cars on Autobahn. Its normal that they drive "normal" cars without police painting, you will only notice them if you drove to fast...
Aren't there any places in the USA where you can drive full speed ? I think it is nothing special, here in Germany to drive unrestricted on some Autobahns. It makes more fun to drive on normal streets. Also the Z3 is not constructed for longer high speed runs, because it simply reaches the rev limiter at high speed, and i think this is not good for the motor itself.
If you really want to have an ideal day to test that full speed, choose a early sunday morning (9 PM or so). And pelase also notice that not all parts of the Autobahn are unlimited, there are only certain few parts ! You can simply choose an racing track like Hockenheim, thats more save to you and the others.
If you fly to Frankfurt, than choose A5 or so, i think there is a relatively long part that is unrestricted. Mostly you are in traffic jams, caused due trucks driving in the right lane...
