I think Rachel is pretty much right. End-of-month & end-of-year quotas plus low winter sales volumes.

Some places, like Indiana, have an inventory tax that has to be paid on stock in inventory at the end of March (I believe), so auto dealers like to reduce their stock during that month to save on taxes. This should also be a good time to buy. Again, this will provide a savings on in-stock autos, not ordered ones.
