Remember that even in Chicago, you generally aren't driving "on snow" for more than a couple of hours at most (either you get home or the roads get plowed). While Blizzaks are great snow tires they really are too "squishy" for dry roads, and they wear our really quickly.
WRTO the Hardtop, I will say that if you are going to have to clear snow off of the car, then get one, otherwise it's not worth it.
