But when you are displaying a flag, and I would call this displaying a flag, the field of blue is always supposed to be, from the flag's perspective, to the right side. In other words, the field of blue is always supposed to be to the left from the viewer's perspective. This is true regardless of whether the flag is flying horizontally or vertically.

Long story short, this paint job is proper according to flag-flying standards.
