he must be a diplomat of have some kind of exemption from the emissions rules, but yes you can get a Euro spec car here but the cracks are is true the Euro spec cars have similar perf under 80mph (I have heard a BMW employee say "both the US spec and Euro spec cars have neck snapping acceleration under 100, the Europ spec car still have neck snapping acceleration over 100mph"
