It has to do with aerodynamics and the rules. PTG couldn't figure out a way to get sufficient down force on the rear of the car without a wing extending over the top of the roof. Since the ruls don't allow wings to be higher than the highest point on the car the coupe wasn't a good chasis for them. You will see some coupes in other race series, but the Derek Bell M coupe has the wing over the roof and the TSR coupe I don't think if running fast enough to need the extra downforce.
Just what I hear, might be true or it might not. :-)
BTW- I have seen some print ads for the M coupe. I guess BMW decided they didn't need to throw that much money at teh car since it is a love it or hate it kinda car. And I think they met their sales goals for the car.
