According to my STO55 Engine Electronics Particpants Course Manual which is written by BMW says that "The signal (from the post 02 sensor) also provides feedback of the pre-catalyst sensors effiency and can cause the DME to "trim" the millisecond injection time to correct for slight deviations.

I do like your suggestion of the turbo though!
