I don't get it:
Take the 1st HP figure, 206.5
18% of 206.5 is:
(206.5 * 18) / 100 = 37.17

Then add 37.17 to 206.5:
206.5 + 37.17 = 243.7 (rounded off)

This is the same result as:
206.5 * 1.18 = 243.7 (rounded off)

Am I missing something?

You calculated your correction wrong. To account for an 18% drivetrain LOSS you multiply your rear wheel numbers by 1.21 not 1.18.
