some cars allow most drivers to reach their potential, while other cars require a lot of skill to drive well. Many drivers run at the front in a car for years, then "move up" to a "better" one only to find that they're no longer front-runners. Is a car "fast" even if only a few can make it reach its potential, or is it "fast" if it's easy for most drivers to reach (or even exceed) their potential in it?

An amateur tennis player would probably have a terrible time with a pro's racket because the string gauge / tension / etc magnify both skill and flaws. A "faster" car may only be faster for the few drivers who can control its idiosyncracies.

If you want to know which car is ultimately fastest, you need to compare them side by side with drivers who extract the best from each car, not necessarily with the same driver in both. I may be able to lap Lime Rock at a minute flat in my car and 1:05 in yours. If you do 1:02 in both cars, who's the faster driver? Which car is faster? You beat my time by 3 seconds in your car and I beat yours by only 2 seconds in my car.
