I don't agree at all that the raised RPM limit is only of value at high speeds. There are significant benefits in any gear at the higher RPM, this is because the cars power out-put or horse power is significantly higher. hp is a very useful measurement of power out-put. The longer you maintain torque as you increase RPM the greater you power output. That is why people say that for race cars it is better to have peak torque at higher RPM, because this results in greater hp.
A comparison of 0-60 times does not get at the heart of the matter unless both cars have optimized gearing for 0-60 based on their respective RPM limits.
