...as my '99 Z3 coupe has the same situation. I've got to turn the pointer to the 3-o"clock position in cold weather before any noticeable heat comes out.
Took it to the dealer a year ago with detailed air temperature readings at each clock number position. In 20 degree weather and starting with the knob at the 2:30 position with temperature out of the center dash duct of 40 degrees, turning the knob to full-on at the 4:00 position resulted in the air temperature going up to about 120 degrees. Not much knob turning for an 80 degree increase. Their service department said it might be a warranty issue. Turns out, it wasn't. Seems all the Z3 and M coupes were like this.
Once I figured out how to use the upper 20 degrees of knob settings, it became normal for the coupe. I've not since give it another thought.
