This filament puts more light in the middle of the light source and therefore reflects more light down the middle of the beam. The blue tint gets rid of most of the yellow so they look more white. They do put more light down the road but to do this they have to take light away from the nearby side areas. With the same lumens from the filament as a regular bulb (or about 1700 for a number 6005 bulb) they are not a good deal in my opinion.

For about 20 bucks a pair (plus a 3 buck rebate), Sylvania Cool Blue bulbs are on sale at a lot of parts stores. These bulbs are very white and still legal. I just put two pair of these (6006CB low beam and 6005CB high beam) in my '99 coupe. Much better lights as the originals were dimming a bit.

Another excellent bulb is Sylvania's Xtra Vision low beam bulbs; more the traditional yellow-white in color, plus 20% brighter than the regular ones and probably better in fog and rain than the Cool Blues. These cost a few bucks a pair less than the Cool Blues and are also offered now with the same rate - 1 at cost and 1 half off plus 3 buck rebate on the pair.

I've found over the years that most cars have their headlights aimed not too well for best lighting and still be legal without blinding oncomming drivers. When new, my Z3 coupe had it's lights aimed way too low; the high beams lit up the road where the low beams should; there was not much light down the road for safe night driving. After reaiming the headlights, the stock Sylvania bulbs were just fine. On our new Volvo S80, its headlights (four H7 bulbs) were aimed way too high; oncomming cars blinked at me when just the low beams were low. Again, reaiming them made them excellent - in fact the best headlights I've seen ever on any car I've driven.
