New tires will move car at 58.7 mph compared to the old tires moving the car at 60.0 mph for the same engine rpms. This is based on the old rear tires being 245/40-17 and the new being 265/30-19.

Seems your new tires have about 2.2% less circumference than the old ones - they're smaller in diameter and circumference.
