Cold air intake, software and exhaust are as far as you should go down the N/A path. After that you should look into forced induction. The euro-HFM, throttle body and other stuff just don't add up. MechTech and Dinan appear to be the only two companies so far with CARB-certified products (for us Kalifornians).

As for cams... I am pretty worried about doing the cams. Jim C said there is no way that cams would ever pass emissions in Kalifornia. Maybe that is because I sent him an email and he would never say anything illegal in an email. Or maybe he really meant it. I am not sure I want to be the first person to try cams in California on an OBD-II car.
