30% loss of efficiency is a joke. 15% is the most it would be. You should not lose horsepower with larger wheels. The torque will be slightly lower, but you'll be going faster, so HP is constant.

198mph, not unless that guy has done some major redesign of his differential. These cars cannot go that fast in a five speed. get a life.
