you COULD get something like a ninja 250, which i guess is right around $4K (don't take my word for it, this is a vague recollection). but you'll outgrow it very quickly.

my personal recommendations:

suzuki SV650S, just a tad over $6K (you can get pretty good financing deals). it's the best of the moderate, really, and i'm not the only one who thinks so. check out motorcycle.com for a LOT of bike info - look at bike review archives.

if you MUST stay under $4K, get a used yamaha seca II. it's a 600, about 50hp, clean looking, decent handling, good all-around bike. it can be had for $2-3K, and these are generally not abused.

either one will be a good bike to learn on, and will last you a while (the sv650 is better, of course).
