In 1963, the US determined that orange is a more visible color than white, resulting in the requirement that all cars sold in the US must use orange. This was done by using an orange lens.

My interpretation is that however you do this, whether it be an orange lens with white bulb OR white lens with orange bulb, you are satisfying the intent of the law. Using a white lens with a white bulb is a "no-no", so if you convert to a white lens, you should use the orange bulb. That's what I've done ... FYI
