Yes the tires should be removed to perform a professional job of sandblasting and repainting.

I do believe the original finish did include a clear coat. But by the wear indication it was probably water based and washed off.

Sandblasting will take care of scratches in the paint since the paint will be gone. However sandblasting won't remove curb rash in the metal, it will only soften it. Your wheel painter should take some emory cloth or a file to the worst of curb rash.

Or you may consider sandblasting and chroming your wheels. I believe someone else has already done that.
