: Three questions:

: 1. Is there a Porsche Turbo Cabriolet available in the 2000 model year or a 2001 planned?

Yes, planned for release in 2001. You can have a look at the first spy photos which I already saw in the German magazine "auto, motor & sport".

: 2. Is a turboed engine as mechanically reliable as a normally aspirated engine?

In the early days yes, but I would consider the Porsches as reliable as any other engine, if not even better

AND
: 3. If you have your choice between 400hp turbo and 400hp normally aspirated engine which would you choose?

I don't think one could generalise - it is depending on the car/manufacturer. Especially the Porsches are very smooth and reliable meanwhile so you should not feel a big difference to a normally aspirated engine with the same hp
