Doubtful. Even if they would it would only be for 1 year. I would say any problems you have with it will be your responsiblity. Better make sure the conversion process is done right. Would be nice for them to have some sort of warranty but I doubt you will find a place that would do that.
2) I believe that the back bumper is different on the Euro cars as they are made for the Euro standard license plate? Is this correct? If so, what would be the cost to replace the bumper with a US spec?
The Z3 has an extra piece so there is no US vs Euro bumper. I don't know the diffs between Euro and US bumpers on the Z8 but if you had to replace the whole bumper you are probably looking at 2-3k, but this should be included in the conversion packed since I doubt the NHTSA would allow a car to be imported that wouldn;t accept a US plate.
3) How much will the resale value of this car be affected because of the "grey market" status.
I wouldn;t touch one with a 10 foot pole. And it seems like I am not alone. There has been one listed on Ebay for a few months now (he keeps putting it in) and the price keeps dropping and dropping (and never gets any bids). If the resale was the same as the US don't you think there would be more people importing Z8s? I know I would- you could get it for MSRP or less (including conversion) and sell for 200k. Seems like if it was possible somebody would be doing it don't you think?
