When I had the 1200 mile service, I asked about it. It seems that this is By Design. The book mentions that there is a valve that decreases air flow as speed increases to reduce the ram air effect as you go faster.
The problem seems to be that the adjustment kicks in too soon. Perhaps at 120 MPH, you want to reduce the air flow, but not at 60. I was told that if it was a problem, they could disconnect it for me, but adjustment would be a lot harder to do.
They (BMW service person) also mentioned that the air blower on this car is smaller than it should be for a convertible, but since space is tight, they did what they could.

In september someone posted a query about a problem with a lack of ventilation when the Z8 is moving. My car has the same problem and I was wondering what the was the resolution of the problem.
