I've had the same experience. I am expecting delivery in Canada at the end of May, and my dealer has indicated that the rack and cover are extra cost. I sent the dealer some information from this board, and his reply was that BMW Canada operates completely separate from other countries, and they have chosen not to offer these items as standard equipment.

I told him that I was disappointed with this. Not so much with the additional cost, but the principle of the issue.
